4.6.10.1 Guide to ORB Part I Entries
a) The Chief Engineer is responsible for appropriate entries in the ORB part I. Each completed operation shall be signed for and dated by the officer or officers in charge & Chief Engineer.
b) The ORB shall be filled in accordance with EMS-04-06-10A: Guidance for ORB Entries, which is based on the MARPOL Annex I requirement & “A Guide to correct Entries in Oil Record Book Part I” issued by Intertanko. The codes are to be referred to in the relevant Flag ORB. The ROB written in Daily Tank Condition Record, the bilge and sludge data reported in Bilge and Sludge Data, and entries made in the ORB shall tally with each other. The ORB is to be filled from the daily sounding book data values after the Bilge report Excel sheet is filled up and cross-checked. This will ensure that the actual soundings in tanks are reported daily and crosschecked for actual generation and treatment of bilge and sludge onboard and the same is entered into the ORB.
c) Procedures for entry and maintaining Daily Tank Condition Record book are given in EMS-04-06-11.
d) Whenever bilge water and sludge are transferred to a shore reception facility, a receipt shall be obtained. Such receipt shall be attached to ORB for reference.
e) The Master shall counter-sign all the completed pages of the ORB.
f) Overwriting the entries is strictly prohibited. In such cases, the entry needs to be canceled with a single line and signed by the Chief Engineer, and a new entry must be made.
g) The Chief Engineer shall ensure that the ORB entries for the tank capacities, locations, and pumping and incineration capacities shall be in compliance with the IOPP Certificate. Any discrepancy found shall be notified to the company immediately.
h) ROB of the tanks is to be entered on a weekly basis.
i) Internal transfers shall be entered in the ORB.
j) Entries for handling oily rags shall be made in the Garbage Logbook and ORB III (Panama Ships) when incinerated.
k) The boil-off quantities and drain water quantities for the incinerator tank due to heating shall be entered in the ORB.
l) All tank entries shall be guided by identification of the tank, quantity transferred, and quantity retained after transfer.
m) Any maintenance, including performance tests or breakdowns of the OWS, shall be entered in the ORB. Recovery time after maintenance shall also be recorded.
n) Quantities of bilge water transferred are to be measured as accurately as possible using the vessel’s tank measuring devices.
o) The Chief Engineer shall ensure that daily ORB entries shall be consistent with the quantities discharged, generated, evaporated, and retained on board.
p) ORB shall be kept on board along with shore receipt for a period of 3 years after the last entry has been made.
4.6.10.2 Annex VI Entries (Record of Ozone Depleting Substances) – For Vessels Other than Panama Flag
a) A list of equipment containing ozone-depleting substances should be maintained onboard, which should be signed by the Master/Chief Engineer. A record of ODS use while maintaining, repairing, servicing, or disposing of equipment containing ODS and providing a means of compliance with Regulation 12.6 of Revised MARPOL Annex VI is also required.
b) For your information, the basic uses of ozone-depleting substances are shown below:
- (i) Halons: Fire extinguishers, etc.
- (ii) CFCs: Refrigerant for refrigerators, freezers, or air-conditioners.
- (iii) HCFCs: Refrigerant for refrigerators, freezers, or air-conditioners.
- (iv) HBFCs: Fire extinguishers, etc.
4.6.10.3 Guide to Panama ORB Part III-Annex VI Entries
a) As per Panama Maritime Authorities, Annex VI entries are to be made on a separate ORB.
b) Interpretation of some of these instructions may vary, and clarifications are usually not available from relevant authorities and Recognized Organizations.
c) Part III entries are to be made in a separate ORB as Part III (Annex VI) as per the guidelines provided in the instructions at the beginning of the ORB.
d) The example for the entries should be as per the following format (refer to instructions in ORB):

e) A list of items to be recorded in Part III is given below in Bold Italics, each followed by the Company recommended guide to entry.
f) Each entry is to be signed with date by the officer in charge of the operation. In addition, all entries except ‘C’ are to be countersigned by the Chief Engineer. Each full page is to be signed by the Master.
g) Guidance on the list of items and recording procedure should be referred from Panama ORB.
